We have a serious shortage of doctors in Hawaii. We need to explore ways to
attract and keep physicians here.

Maintenance care should be offered without limit and fully insured.
Increasing reimbursement payments for doctors at current 2010 costs, not
2004 rates, should be passed immediately.
